A Queens man allegedly swindled a woman out of $500,000 by posing as a federal agent and promising to expedite her green card, prosecutors revealed Friday.
Fraudulent Scheme
Tommy Aijie Da Silva Weng, 49, also known as “Jacky,” convinced the victim that he could fast-track her immigration process if she invested with him. According to an unsealed federal indictment, Weng ran the scheme from June 2016 to March 2024.
The victim met Weng in Flushing, where she handed over a $501,500 check made out to his company, Ding Cheng Overseas Management Inc. At the meeting, Weng allegedly flashed a law enforcement badge and provided a business card from the “Federal Officers Police Association” bearing his name.
Fake Documents and Elaborate Lies
To maintain the ruse, Weng gave the woman a Form I-526 receipt with tracking numbers for the U.S. Citizenship and Immigration Services (USCIS) website. While the site showed an application in progress, no name was linked to it.
Over the years, Weng kept the victim on the hook, blaming administrative delays for the lack of progress. In October 2022, he falsely claimed he worked for the U.S. Department of Homeland Security and was transferring to INTERPOL in Milan, Italy.
Red Hummer and Fake IDs
Weng went as far as driving a red Hummer with a vanity plate reading “BWTICE,” referencing both his Queens temple and Immigration and Customs Enforcement (ICE). When federal agents arrested him in Brooklyn on Friday, they discovered multiple fake documents, including an INTERPOL-branded cellphone and an “International Police Organization” ID.
Previous Offenses
This isn’t Weng’s first brush with the law. In 2016, he pleaded guilty to illegally using official badges after impersonating an FBI agent. He possessed fake credentials from the FBI, ICE, and NYPD, along with bulletproof vests, handcuffs, a handgun, and an ICE hat.
Now facing charges of wire fraud, mail fraud, and impersonating a federal officer, Weng could serve up to 43 years in prison if convicted. He awaited arraignment in Brooklyn on Friday afternoon.
